What Lou is saying here is that we have the right to follow these rules and we can do it when we say yes. NO is never an answer. We will choose the right no matter what. These rules actually depend on us. If we treat others like we want to be treated that's how we get respect from each other. If you want to try your best then try your best. You are made to try your best. Not your worst. You have a choice to do whats right. If people rely on you to do the right, well then do it. We have the decision to choose the right. We don't have to force ourselves.

An example of this saying yes to the questions. These will make you a better person. These give quality to a human. We have the choice to do it or not. IF people want other people to trust them into doing the right thing then we have to do the right thing.
