What Abraham Lincoln is saying is that when he does something good he feel totally cool with it. But when he is doing something wrong he regrets it. This is part of your everyday life. It is also part of your consciousness. It tells you whether you are doing good or bad.
For example when you get good grades, you get rewarded for doing something good. As Abraham Lincoln said when he does something good he therefore feels good about it
The other boy in the back got an F in his test and therefore feels bad and regrets getting an F. And as Abraham Lincoln said he feels bad for doing bad, that boy is feeling bad right now.
